NETWORK FINALS:  The 8:30PM FRESH OFF THE BOAT lost 0.1 in final numbers, and NBC stayed on top in broadcast STATE OF THE UNION coverage, although the rating adjusted to 1.3.

CABLE HIGHLIGHTS:  Perhaps not surprisingly, this President’s STATE OF THE UNION address was a smash for Fox News, at 1.85/2.76/11.7M, far above CNN’s 0.85/1.09/3.1M, while on MSNBC it was actually the DEMOCRATIC RESPONSE that outrated the speech itself, peaking in the 10:42PM segment at 0.53/0.69/3.3M.

A bigger surprise was that despite enormous hype, E!’s 2-hour premiere of the docuseries CITIZEN ROSE had a lousy start at 0.07.

The highest-rated entertainment show of the night was History’s CURSE OF OAK ISLAND, down 0.07 to 0.79, with HUNTING HITLER down a tick to 0.39.  USA’s WWE SMACKDOWN was down 0.04 to 0.76.  On HGTV, FIXER UPPER gained 0.06 to 0.69, RESTORED BY THE FORDS climbed 0.06 to 0.44, and HOUSE HUNTERS was up 0.07 to 0.36.  MTV’s THE CHALLENGE jumped 0.11 to 0.56.  TNT’s NBA doubleheader was at 0.55/0.43.  OWN’s THE HAVES AND HAVE NOTS slipped 0.02 to 0.53.  On Bravo, REAL HOUSEWIVES OF BEVERLY HILLS was steady at 0.53, and STRIPPED was down 0.02 to 0.12.  TBS’s THE DETOUR lost 0.02 to 0.40.  Paramount’s INK MASTER ticked up to 0.38.  On ID, TRUE CONVICTION rose 0.06 to 0.37, and WHO KILLED JANE DOE ticked up to 0.30.  VH1’s AMERICA’S NEXT TOP MODEL dropped 0.05 to 0.37.  On Lifetime, MARRIED AT FIRST SIGHT gained 0.03 to 0.37, and THIS TIME NEXT YEAR was down 0.03 to 0.09.  On TLC, MY BIG FAT FABULOUS LIFE held at 0.36, and I AM JAZZ ticked up to 0.24.  Food Network’s CHOPPED climbed 0.07 to 0.35.  On Discovery, the 10PM MOONSHINERS was steady at 0.28.  BET’s THE QUAD edged up 0.02 to 0.26.  Freeform’s THE FOSTERS fell 0.05 to 0.21.  On A&E, INTERVENTION toppled by 0.12 to 0.20, and UNDERCOVER HIGH was down a tick to 0.19.  On Comedy Central, DRUNK HISTORY shrank by 0.06 to 0.19, and ANOTHER PERIOD was down 0.02 to 0.12.  FX’s BASKETS fell 0.03 to 0.16.
