>What an ugly night Tuesday has become.  Between the Daylight Saving Time effect early in the evening, a bumper crop of repeats, mid-season shows that are going nowhere, and a million other options (including streaming, DVR playback, local sports, and for the lucky audience in LA: freeway police chases on KCAL), no broadcast network last night could average over a 2 rating with Adults 18-49.  And exactly three network programs averaged a 2.0 rating or higher last night: New Girl on FOX (2.7), Biggest Loser on NBC (2.0) and a repeat NCIS on CBS (2.0).

Fashion Star premiered to a weak 1.6 rating from 9:30-11:00, falling off from the anemic 2.0 for Biggest Loser 8:00-9:30.  By half hour, Fashion Star was fairly stable: 9:30 (1.6), 10:00 (1.6) and 10:30 (1.5).  Viewers who tried the new reality show generally stuck with it — it’s just that a limited number of people were wowed by the concept of seeing designers make clothes.  And the sponsoring retailers will soon see if anyone is motivated by the concept of being able to buy the winning designs in stores.  NBC will be able to claim Fashion Star won its time period (among broadcasters), but that is venturing into the “world’s tallest midget” territory and says more about the state of television at 10 pm than anything else.  Beside, when the cable ratings are in later today, Comedy Central’s Tosh.0 will probably tie Fashion Star for #1.  The big winner at 10 pm on Tuesday, as with many other nights, is DVR playback.  Last year on this night: Biggest Loser (2.7) from 8-10 pm and an America’s Next Great Restaurant repeat (1.6).

The FOX Tuesday comedies took a dive in their second week, with three of four comedies down three tenths from last week.  The best of the bunch, New Girl (2.7), set a season low and the others are now around a bad 1.5 rating.  Last year on this night, FOX aired Glee (4.2) followed by Raising Hope (2.2) and Traffic Light (1.5).

Another night of repeats for CBS Tuesday, with NCIS at 8 pm taking a three-tenths of a rating point haircut courtesy of Daylight Saving Time.  Last year CBS averaged a 1.9 on the comparable night of repeats:  NCIS (2.2), NCIS Los Angeles (2.2) and Good Wife (1.2).

ABC was up one-tenth from last week across the entire night, due to an original Body of Proof airing at 10 pm (1.4 rating this week versus the 0.9 for last week’s repeat).  The River set yet another season low (1.3) as it finally draws to a close next week.  Last year on this night: No Ordinary Family repeat (0.9), V (1.9) and Detroit 187 (1.2).
